Vehicles crowd the 101 Ventura Freeway during morning rush hour in Encino just west of the 101 and 405 San Diego Freeway interchange on Wednesday as a new study finds the annual cost of air pollution in the South Coast Air Basin is about $250 per person, or about 2 billion.
